

A Certificate of Incorporation for DAWN, Willapa Chapter (Domestic Abuse Women's Net) was received from the State of Washington Secretary of State, recognizing A Washington Nonprofit Corporation, as of Date: May 23, 2002.
As the IRS form 501(c)(3) form makes provision for a name other than the full form registered on the permitting certificate, one name by which the Willapa Chapter was known left out the Chapter, but that has changed so we may use instead simply DAWN.
In the Spring 2002 Ford Foundation Report, the review of a documentary film, Domestic Violence to be aired on PBS in early 2003, quoted Susan Saccocia who said it is, ...a crime that affects one out of three women nationwide.
Dues-paying, voting Directors and Members of Willapa Chapter DAWN are to be only adult women over the age of 14, though non-voting men (who do not pay dues) already serve as Advisors and Liaison in their professional capacities. Members, advisors and liaison of either gender -- as interested members of the public -- receive the to date often monthly, emailed PROSPECT newsletter.
With a directly affected one/third of half the adult population, there has been no difficulty in finding a balance of interested women between the experienced in abusive situations and sisters in sympathy. And gentle brothers wanting to help as well.
A new millennium organization utilizing the Internet, Willapa Chapter DAWN remains unique in its operation. Email and a Web site address keep costs at a minimum and make communication inexpensively rapid, modern as tomorrow, as three-fourths of the population has Internet access.
DAWN, the Willapa Chapter, is a niche-filling child of the Internet, born of need, not affiliated with any other Domestic Abuse organization. Neither other organization of any kind, though assistance will be welcomed from any individuals or organizations who offer. From its inception, and at that time unnamed, Willapa Chapter DAWN -- as a chapter or branch of a potential larger DAWN organization -- was intended to be useful as template throughout the country ... and it is to be hoped, the world. It is gratifying to the directorship that inquiries from afar are regularly being received.

No matter how prosperous an intact family may have been, a single parent left without child support as so many are, can perpetuate an underclass for generations. Laws providing for child support and taxpayer support too, fail to address the problem adequately ... and to change laws is a slow process.
There had to be a better way to fight Terrorism, (domestic and otherwise) ... Therefore to prevent an affluent parent from leaving a family destitute for lack of affording adequate representation in dissolution of a marriage, the founding purpose of DAWN has been to provide funds to selected attorneys representing victims of domestic abuse, thereby securing safety and ultimately a better future for a young parent and children.
The money for lawyers was to be obtained through grants, donations and bequests via the Eleanor Fund, established in October 2004 at Raymond Federal Bank. This fund is growing though so far only from donations. Earlier, money became available to help people establish or build small businesses. With unemployment conducive to domestic abuse, an important second objective was born, and implemented -- awaiting the primary purpose funding.
Gestation of DAWN had proceeded for four years, with dissemination of the popular idea of a networking safety net, via listserv and multiple email discussions. Web site publication resulted in eager inputs, both national and international. We cannot thank enough, nor identify, the many who have provided helpful suggestions and referrals.

The original purpose of this nonprofit organization was sidetracked only temporarily by opportunity, not necessity. The birth of Willapa Chapter DAWN in May 2002 was premature; precipitated by one generous donation of funds, portable equipment and software in a Southwest Washington community of chronically high unemployment, we were suddenly able to offer free Business Links to clients.
None of these first were victims of abuse, and the amount of help we have been able to provide has been varied. Some receiving more, and others but little. It is our intention to continue providing such assistance and referrals without regard to whether or not clients come to us via our primary purpose of response to domestic abuse.
